Simply achieving the EU's Kyoto target of an 8% reduction in CO₂ emissions by 2010 will be difficult -to make further cuts after 2010 is going to be a major challenge. Improvements in energy efficiency are possible if buildings are made an area of focus.

With world oil prices having recently increased dramatically, there is growing awareness of the money that is being wasted from the inefficient use of energy in buildings.

Buildings play a key role: with many measures to improve insulation that can return savings of up to five times the cost of the investment, focusing on insulation can achieve emission reductions whilst improving competitiveness.
