Support for customers uses

REACH requires that a substance registration is performed for “identified uses”.

REACH article 3(26): Identified use means a use of a substance on its own or in a preparation, or a use of a preparation, that is intended by an actor in the supply chain, including his own use, or that is made known to him in writing by an immediate downstream user.

These identified uses generally imply that these have to be described in the Chemical Safety Report and Exposure Scenarios (ES) need to be developed as part of the registration if the hazardous properties of the substance require this as stated in REACH. Exposure scenarios enable downstream users (customers) of the substance to determine if they fulfil the required safety requirements and therefore are using the substances according in a safe way with regards to human health and the environment. For this purpose information pertaining to uses of substances needs to be known to the registrant in order for the registrant to develop suitable exposure scenarios for all identified uses to be communicated to the downstream users as part of the extended safety data sheet (eSDS).

The process of identifying generic uses has and is currently being conducted by the Fibre REACH consortium that will develop Exposure Scenarios for most uses (identified uses). However, as some specific uses of the fibre might not be generally known to the consortium, there may be a need to get further feedback from selected and representative downstream users of our fibre with regards to the applicability of the potentially developed tentative Exposure Scenarios and the collection of further relevant information pertaining to the specific uses.

This process is expected to be conducted during Q3-Q4 of 2009 and Q1 of 2010. The aim of Paroc is to cover as many uses (identified uses) in our registrations as possible while preserving a high level of safety with regards to human health and the environment as is required by REACH.

Paroc may in due time itself or through the consortium, contact selected customers (downstream users) for the purpose of gathering further information on uses for the purpose of exposure scenario development.
