 The latest Ecofys report

Eurima's latest report points to an urban house crises in the new EU member states if nothing is done and billions of euro in savings if the eu acts now.

 

The findings, set out in a new report from Ecofys,  a leading European institute for energy and environment, warn of the consequences for EU citizens in these countries of the dangerous mix of poor housing, reduced subsidies for heating and rapidly rising energy prices. The report does however show a way out of the impending crisis as it demonstrates that simple and effective energy efficiency measures can both save energy, save money whilst creating jobs.

The report by Ecofys does, however, demonstrate that if a comprehensive renovation program was launched, that by 2010 the total savings for the new Member States would be 370 million EURO a year rising to almost 1 billion EURO a year by 2015. Better housing, warmer homes and reduced carbon dioxide emissions in the order of 14 million tonnes a year would come for free.

The current report adds to a previous report  to improve the energy efficiency of buildings through improved insulation. The studies taken together demonstrate that the EU as a whole could save over 8 billion EURO a year by 2010, whilst reducing dependence on foreign energy supplies and reducing greenhouse gas emissions. Based on these findings EURIMA also estimates that this action would create close to 530,000 new jobs and are therefore calling on the EU to reduce heat related energy use in buildings by 20% by 2020.

Apart from the call for a 20% reduction in energy use in buildings by 2020, EURIMA specifically calls for a revision of the Energy Performance in Buildings Directive to include all buildings below 1000m2, incentives to provide EU funding for energy efficiency improvements and reduced VAT on energy efficiency products. Providing consumers with regular information on the cost-effectiveness of energy efficiency as well as best practice sharing between member states complete the action list that EURIMA has put forward.
